Helping a Parent Apply for IHSS in California
A practical adult-child path: Medi-Cal status, SOC 295, SOC 873, the home visit, and starting provider enrollment when you will give the care.

A practical path, not a mystery process
If you are an adult child helping a parent stay home, In-Home Supportive Services is often the Medi-Cal program people mean when they say a family caregiver can be paid. The path is ordinary paperwork plus one visit in the home. You gather. The county decides. The families page is the short version of this order. This guide is the walking version.
IHSS can pay for authorized personal care and household help so an eligible parent can remain in a home they choose. A hospital, nursing facility, or licensed community care facility is not “own home.” Read eligibility if that setting question is still open. The CDSS IHSS page is the statewide source. Your county office applies it.
Confirm Medi-Cal before you treat IHSS as finished
IHSS builds on a Medi-Cal eligibility determination. Ask whether your parent already has Medi-Cal, which county holds the case, and whether a share of cost applies. If Medi-Cal is missing, start on BenefitsCal or with the county Medi-Cal office. DHCS Medi-Cal explains the coverage side.
Write down the Medi-Cal case number if you have it. Keep that number with the IHSS packet. A name that does not match the Medi-Cal file is a common reason a page comes back. You do not need to send a diagnosis stack with this first step.
Submit SOC 295 to the county IHSS office
The IHSS application is SOC 295. CDSS publishes the form. You send it to the county IHSS office for the county where your parent lives. Mail, drop-off, and upload rules are local. Ask that office which door they use.
- Use the name that already appears on Medi-Cal when you can

- Keep a dated copy of every page you send

Return SOC 873, then wait for the home visit
A licensed health professional completes the Health Care Certification, SOC 873, or acceptable alternative documentation. CDSS says that certification must reach the county before services are authorized. Take the blank form to the clinician your parent already sees when you can. Ask the office how they return it.
After the packet is complete, a social worker is assigned and comes to the home. That wait is common. Call once to confirm the file is complete. Daily calls rarely change the queue. Describe a typical day. The worker authorizes tasks.
The social worker looks at which daily tasks your parent can safely do alone and authorizes service types and hours. You can be present if your parent wants you there. Describe the help they actually need on a typical day: bathing, dressing, meals, moving safely, and household tasks tied to staying home. Do not inflate. Do not shrink. The Notice of Action is the only list that later counts.

Start provider enrollment when you will give the care
- Decide whether you, another relative, a friend, or a Public Authority registry provider will give the authorized care.
- Finish county orientation, provider forms including SOC 426 and the provider agreement, and a Department of Justice background check where required. See provider enrollment.
- Ask whether Electronic Visit Verification applies, and which method the county uses.
- If you live with your parent, ask about live-in self-certification (SOC 2298). Those EVV steps differ.

Ask to be listed so the county can speak with you
Workers often cannot discuss a file with an adult child until that is in writing. Ask the local office what authorization they use. Getting listed walks through that step.
