Talking with a Parent about IHSS and Staying Home

Start with staying home, not with a program name

Many parents hear “county worker” and picture a facility conversation. IHSS is the opposite direction. The California Department of Social Services describes In-Home Supportive Services as help so eligible aged, blind, or disabled people can remain in their own home. Open with that. What IHSS is is useful if they want a plain definition later.

You can say you want to organize the help they already need: bathing, dressing, meals, moving safely, and the household tasks that keep the home usable. Medi-Cal may be able to pay a provider for the tasks a social worker authorizes. That provider is often an adult child after enrollment. Payment is not the first sentence. Safety and routine are.

Name the roles in ordinary language

Three roles matter, and they are easy to mix up at the kitchen table. Your parent is the recipient and, in most cases, the employer of the individual provider. You may be the person gathering forms, the paid provider, both, or neither. The county social worker assesses need and authorizes tasks. Medi-Cal staff decide the coverage underneath.

• Recipient: the parent who needs help at home and usually hires the provider
• Provider: the person who does authorized tasks after enrollment
• Contact: the person the county may speak with once that is in writing
• County and Medi-Cal: the offices that decide the case

CDSS says providers may include family members, friends, neighbors, or someone from a county Public Authority list, after enrollment. Adult children helping a parent are commonly allowed. A spouse, or a parent of a child under 18, depends on the IHSS sub-program. If that question is on the table, ask the county which program applies and read who can be paid.
