Most California memory-care apartments are private pay. Long-term care insurance, VA Aid and Attendance, and in some cases Medi-Cal waiver options such as the Assisted Living Waiver may apply if the contract, the VA file, or the site allows it. Medicare generally does not pay long-term memory care. IHSS can support someone living with dementia in their own home, including possible protective supervision, but CDSS does not treat a licensed community care facility as that home. Use published cost medians as planning only.

Communities set private-pay fees. Insurers, VA, DHCS, and counties decide their programs. This site does not quote a community rate or award a waiver slot.

Name the setting before you name the payer

Memory care billing follows the place. Help in a parent’s own house is an IHSS, private home care, and maybe VA conversation. A memory-care apartment is a residential fee. Mixing those sentences is how families file the wrong application.

If staying home is still on the table, read dementia and Alzheimer’s care at home and protective supervision. The county assesses risk in that home. A diagnosis is not an automatic hour total.

Payers families actually stack

  • Private pay, including savings, a home sale, or family contributions
  • Long-term care insurance, if the policy covers residential memory care and elimination periods are met
  • VA Aid and Attendance or other VA caregiver programs, if VA finds eligibility
  • Medi-Cal Assisted Living Waiver or related options, only at participating sites with capacity
  • Short Medicare skilled stays that are not the same as the later apartment fee
