Short answer
Protective supervision is an IHSS service category the county may authorize when it is needed because of a mental impairment or mental illness. It is not ordinary companionship, not facility care, and not routine childcare. The social worker decides whether the category applies after the assessment.
Who decides
The county IHSS social worker authorizes protective supervision when the assessment supports it. A clinician note alone does not replace that authorization.

What protective supervision is in the statute
WIC 12300 lists protective supervision among the in-home services California may provide so an eligible aged, blind, or disabled person can remain at home. MPP 30-757 is the CDSS regulation that limits authorization to the listed categories. The coverage page states the family-facing version: protective supervision may be authorized when the county finds it is needed because of a mental impairment or mental illness.
That sentence is the whole statewide rule this guide can safely repeat. It is not a point scale. It is not a promise of around-the-clock hours. Around-the-clock live-in hours follow the assessment when the county authorizes them. Leave hour totals to the social worker. Do not invent a deadline or a dollar value for this category.
Why it is not ordinary companionship
Families often want someone in the house so a parent is not alone. That wish is human. It is not, by itself, protective supervision. Companionship visits on their own are usually a different benefit or a family arrangement. IHSS hours are tied to authorized hands-on or household tasks, or to this supervision category when the mental-impairment or mental-illness rule is met.
If the need you are describing is bathing, dressing, meals, or toileting, that is personal care and related services. If the need is a skilled procedure, that may be paramedical only when ordered and authorized, or home health. If the need is a ride, see accompaniment. Naming the right category at the visit helps the worker rank the right function.

- Is protective supervision the same as sitting with someone?
- No. Companionship visits on their own are usually a different need. Protective supervision is a listed IHSS category used when the county finds it is needed because of a mental impairment or mental illness.
- Does a diagnosis on SOC 873 create protective supervision hours?
- No. SOC 873, or alternative documentation, is the medical piece of the file. The social worker still assesses need and authorizes the category, or does not.
- Can protective supervision replace childcare?
- No. Routine childcare is not IHSS. Protective supervision for a minor is only for the child’s functional limitations when the county authorizes it as IHSS.
