The Department of Veterans Affairs describes Aid and Attendance and Housebound as pension add-ons for some wartime veterans and surviving spouses who need help with daily activities or who are substantially confined. Separate VA programs, including Comprehensive Assistance for Family Caregivers, have their own rules. These are federal benefits. They are not IHSS and they are not a California county wage. VA decides eligibility and amounts. Use the official VA pages and accredited help, not a sales flyer.

Start on VA.gov, not on a seminar postcard

VA publishes Aid and Attendance and Housebound as additions to Veterans Pension for people who need help with daily activities, are bedridden, are in a nursing home for certain reasons, or have limited eyesight, among other published tests. Surviving spouses may have a related path. The details live on VA.gov because they change and because only VA can apply them to a file.

Be careful with unaccredited people who promise a fast VA check in exchange for a fee. VA and accredited representatives are the safe desk. California Home Help explains that the program exists. We do not prepare VA claims as a substitute for accredited help.

Aid and Attendance is not the only VA caregiver path

The Program of Comprehensive Assistance for Family Caregivers and VA Caregiver Support are separate from pension add-ons. Eligibility, stipend rules, and clinical criteria are VA’s. Read those pages if an adult child is already giving care to a veteran.

How this sits next to California IHSS

A veteran or surviving spouse living in California in their own home may still apply for IHSS if Medi-Cal and county rules are met. Tell each program about the other when they ask about income and benefits. Do not assume VA replaces Medi-Cal, and do not assume IHSS replaces VA.

If the person is in a facility, VA, Medicare, Medi-Cal, and private pay can interact in ways this page will not invent. Ask the facility billing office and VA, and use paying for assisted living and nursing homes.

Is Aid and Attendance the same as IHSS?
No. Aid and Attendance is a VA pension add-on. IHSS is California Medi-Cal home care. A person might qualify for one, both, or neither. Each program decides.
Can VA pay an adult child directly like IHSS?
Some VA caregiver programs support family caregivers under VA rules. That is not the IHSS provider warrant. Read VA’s family caregiver pages rather than assuming a paycheck.
Does this site calculate the Aid and Attendance amount?
No. Amounts change and depend on VA findings. Use VA.gov.
Should we pause IHSS while a VA claim is pending?
Usually no. They are different programs. Ask each office whether income or benefits from the other program must be reported. Do not guess.
