IHSS provider enrollment usually runs in this order: county orientation, SOC 426, the SOC 846 provider agreement, a Department of Justice background check where required, and setup for recording authorized time (including EVV). Those steps sit beside the recipient’s IHSS case. Paid hours start when both tracks are finished.
Who decides
The county IHSS office and Public Authority process the provider file. The county and Medi-Cal still decide the recipient’s eligibility and authorized hours.

Enrollment sits beside the recipient’s case
Families often treat provider enrollment as the last errand after the Notice of Action. CDSS describes it as its own process: county orientation, identity and enrollment forms, a provider agreement, and a criminal background check. In the packet people actually carry, that is orientation, SOC 426, SOC 846, a DOJ check where required, and a way to record time. The recipient’s Medi-Cal determination, SOC 295, SOC 873, and in-home assessment run on a parallel track. When pay starts is where the tracks meet.
The recipient is the employer. Enrollment does not make the county the boss of the home. It makes a named person payable for authorized hours. An adult child, another relative, a friend, or a registry provider uses the same published order unless they are a spouse or a parent of a minor, who also have to clear the sub-program test.
The usual order
- Complete county provider orientation. Ask the Public Authority which session they use.
- Submit the SOC 426 enrollment form. Names must match the IHSS case.
- Sign the provider agreement (SOC 846). Each person signs their own.
- Complete a Department of Justice background check where required. That queue is not the social worker visit.
- Ask which EVV method you should use (ESP, telephone, or the app), and whether SOC 2298 live-in steps apply.
You must be authorized to work in the United States. You must be able to give the authorized care safely. The Public Authority or IHSS office tells you which packet they currently use. Do not print a stale form from a random search and treat it as filed.

- Can I enroll before the parent’s assessment?
- Yes. Enrollment is a separate queue. Starting early is how the first authorized timesheet can be paid. The assessment still has to authorize hours before there is anything to claim.
- Does an adult child skip any step?
- No. Adult children are commonly allowed, and they still complete orientation, SOC 426, SOC 846, and a background check where required. They must be authorized to work in the United States.
- What if two people will share the care?
- Each person completes their own enrollment. The recipient remains the employer of each individual provider.
