Protective Supervision: What Families Should Understand

Protective supervision is for mental impairment or mental illness, not companionship. The county social worker decides after the assessment. This is not a claim script.

Short answer
Protective supervision is a listed IHSS service the county may authorize when it is needed because of a mental impairment or mental illness. It is not ordinary companionship, not a way to request around-the-clock staffing, and not a script to claim extra hours. The social worker decides after the in-home assessment. A diagnosis name on SOC 873 does not create the category by itself.
Who decides
The county IHSS social worker authorizes protective supervision when the assessment supports it. Medi-Cal still has to be in place. A clinician note does not replace that authorization.
What to do next
At the assessment, describe specific risks you actually see in a typical day that come from a mental impairment or mental illness, and ask whether the worker is considering this category. Do not inflate.
A category with a narrow official meaning
Families hear protective supervision and picture someone in the house at all times. The statute is narrower. WIC 12300 lists protective supervision among in-home services so an eligible person can remain at home. MPP 30-757 keeps workers inside listed categories. The family-facing rule CDSS and county materials support is this: the county may authorize it when it is needed because of a mental impairment or mental illness.
IHSS protective supervision is the coverage-cluster version of that rule. This page is for families who are trying to understand the concept without turning it into a performance at the visit. It is education. It is not a script.
Not companionship, not a facility, not ordinary watching
Wanting a parent or grandparent not to be lonely is human. Companionship visits on their own are usually a different benefit or a family arrangement. Authorized tasks versus companionship keeps social sitting out of the IHSS list. Protective supervision is also not licensed facility care, not skilled nursing, and not a substitute for SOC 873.
If the need is bathing, dressing, meals, or toileting, that is personal care and related services. If the need is a skilled procedure, that may be paramedical only when ordered and authorized. If the need is a ride to a health appointment, that may be accompaniment. Put the real task in the real bucket.

- If we never leave our parent alone, is that protective supervision?
- Family presence is not the same as this IHSS category. The worker looks at function and risk related to mental impairment or mental illness. Companionship or a wish not to leave someone alone is usually a different need.
- Should we ask for protective supervision by name?
- You can ask whether the category is being considered. Describe facts. Do not coach anyone to exaggerate, and do not treat the name as a password that creates hours.
- Does this replace personal care hours?
- No. Personal care, related household tasks, and protective supervision are different listed categories. The notice can include more than one. Naming the right need helps the worker rank the right function.
- Can this be used as childcare for a minor?
- No. Routine childcare is not IHSS. Protective supervision for a child is only for the child's functional limitations when the county authorizes it as IHSS.
