Personal care as a listed IHSS category
State law (WIC 12300) and CDSS regulations (MPP 30-757) list the service categories In-Home Supportive Services may authorize. Personal care is one of those categories. Families usually mean bathing, dressing, grooming, toileting, and help moving safely at home. Related help with eating can sit next to meal preparation, which the regulations treat as a related service. The coverage page repeats that list as education. It is not a promise for one household.
A county social worker interviews the person at home, looks at which daily tasks they can safely do alone, and authorizes service types and hours using Functional Index Rankings, Annotated Assessment Criteria, and Hourly Task Guidelines. You can describe a typical day if your parent wants you there. The Notice of Action is the only list that counts for that person.
What personal care often looks like on a typical day
- Bathing or a bed bath when the person cannot safely do that alone
- Dressing, including help with fasteners and footwear the assessment supports
- Grooming that is part of staying clean and safe at home
- Toileting, including help getting to the bathroom when that is the need
- Help moving safely at home, transfers, and related personal care the ranking supports
Meal preparation, meal cleanup, laundry, housecleaning tied to staying safely at home, and food shopping are related household tasks the same regulations list. They are not “companionship.” They are also not skilled nursing. Ask the social worker how a mixed task is coded. A shower that includes a medical procedure may split across personal care and paramedical services.
