Understanding an IHSS Notice of Action and Hearing Rights

Families often open an IHSS envelope looking for one number: how many hours. The Notice of Action is more than a total. It names the person, the case, the effective period, the authorized tasks, and, on the same packet, information about what to do if you disagree. A sibling who only photographs the hour line has missed the part that explains conference and hearing steps. Put the full notice in the folder with SOC 295 and SOC 873.

A social worker phone call can preview what is coming. It is not the notice. A kitchen-table estimate is not the notice. The written decision is the list that counts for timesheets until a newer notice replaces it. The after-notice checklist covers enrollment and EVV once you know what was authorized. How to read the decision lines

• Names and case number: confirm this is the household you think it is.
• Effective dates: which period the decision covers.
• Each authorized task, not only a combined total.
• Whether the notice is an approval, a denial, a reduction, or another change.
• Share of cost language if Medi-Cal or IHSS printed it on this packet or a companion notice.
• The hearing and conference section, including any deadline the county printed.

Read task names before you argue a total. Personal care, domestic and related tasks, accompaniment, protective supervision, and paramedical services are different categories. A total that looks familiar can still hide a task you thought was included. If you are the adult child who sits in on county calls, confirm you are listed so staff can talk through a line you do not understand.
