How to Read an IHSS Notice of Action in California

What an IHSS Notice of Action is
A Notice of Action is the county’s formal written decision on an IHSS case. After the in-home assessment, the office sends a notice that says whether the person is eligible and which tasks and hours are authorized. Later notices can change that plan after a reassessment or a reported change. The paper you hold is the current list until a newer notice replaces it.
Families sometimes treat the visit itself as the decision. The visit is the assessment. The notice is the decision. How IHSS works places the notice after the home visit and before you rely on a paycheck. If you are helping a parent, put the notice in the same folder as SOC 295 and SOC 873.
Why authorized tasks and hours on the notice are the list that counts

The result is not a statewide hour cap you can look up, and it is not the number a neighbor received. It is the county’s written plan for this case.

How to read the tasks and hours on an IHSS notice
Read every service line, not only a total. Personal care, domestic and related tasks, accompaniment, protective supervision, and paramedical services are different categories. A total that looks familiar can still hide a task you thought was included. Check names, case numbers, and the effective dates so you know which household and which period the notice covers.
If a share of cost applies, the notice or a related Medi-Cal notice may be the place that question surfaces. Unpaid share of cost can be deducted from the provider warrant, and the recipient then pays the provider that amount. Ask Medi-Cal staff if the numbers on the pages do not match what you expected. Do not invent an amount.
What to do after an IHSS Notice of Action arrives
- Keep a copy of the full notice, including hearing language.
- Compare each authorized task with the help given on a typical day.
- Ask the assigned worker about any line you do not understand.
- Finish provider enrollment if you will give the care.
- Set up EVV the way the county asks before the first paid timesheet.

How the notice relates to provider enrollment and timesheets
Authorization and enrollment are both required before the State pays. You can start enrollment before the notice if you already know who will be the provider. You still need the notice before you treat a schedule as authorized. Live-in providers who self-certify have different EVV steps. Ask the Public Authority or IHSS office which method you should use.

What if the notice does not match what you described

- No. A call can explain what is coming. The Notice of Action is the authorized plan. Use the written notice for tasks, hours, and any hearing instructions.
- What if the hours look lower than we described?
- Ask the assigned worker how those tasks were ranked and how Hourly Task Guidelines were applied. If you still disagree, use the hearing information printed on the notice.
- Can we start timesheets before the notice?
- Paid time follows authorization and provider enrollment. Recording time before both are in place is how families get stuck. Finish enrollment and wait for the authorized list.
