Sonoma County is a North Bay county. Families here often have relatives in Marin County or Napa County and treat those offices as interchangeable. They are not. IHSS is statewide. Sonoma County social services owns the case when the recipient lives in Sonoma County. Medi-Cal, administered by DHCS, still sits underneath.

Statewide eligibility does not become informal because the region feels small: California residence, Medi-Cal determination, living at home, SOC 873 or accepted alternative documentation, and an in-home assessment. A hospital or licensed community care facility is not “own home.”
