IHSS is how Medi-Cal can pay the person already in the home

Many adult children are already bathing a parent, cooking, and keeping the house safe. In-Home Supportive Services exists so an eligible aged, blind, or disabled person can stay in a home they choose, with help for the daily tasks they cannot safely do alone. When the county authorizes those tasks, the helper the parent hires can be paid for that authorized work. CDSS says that helper may be a family member. For a parent living at home, that family member is often an adult child.

The parent’s case has to exist first

IHSS builds on Medi-Cal. Confirm whether your parent already has a Medi-Cal determination or is applying on BenefitsCal or with the county. Then submit the IHSS application (SOC 295) to the county IHSS office. A licensed health professional completes the Health Care Certification (SOC 873), or acceptable alternative documentation. A social worker assesses need in the home and issues a Notice of Action. That notice is the only list of tasks and hours that counts.

• The parent lives in California, in their own home, not a hospital, nursing facility, or licensed community care facility.
• Medi-Cal eligibility is determined. Some cases have a share of cost that can affect the provider warrant.
• SOC 873 or acceptable alternative documentation reaches the county before services are authorized.
• The in-home assessment describes a typical day’s help, not a best day or a crisis day only.

You can gather forms, sit in on the visit if your parent wants you there, and ask the county how to be listed so workers can speak with you. Workers often cannot discuss the file with an adult child until that is in writing.
