How San Diego County applies California IHSS

San Diego County stretches from the coast to inland communities, and families sometimes treat that distance as if it created several IHSS programs. It did not. In-Home Supportive Services is one statewide Medi-Cal home care program. CDSS sets the program frame. San Diego County social services runs the local file: intake, the social worker visit, and the Notice of Action. DHCS still runs Medi-Cal.

The person getting care must be a California resident, have a Medi-Cal eligibility determination, live at home or in an abode of their own choosing, return SOC 873 or acceptable alternative documentation, and complete an in-home assessment. Those eligibility points do not relax because a family lives in a large southern county. A hospital or licensed community care facility is still not “own home.”

How San Diego families should find the office

Do not harvest phone numbers from discharge papers without checking the official list. CDSS keeps the county IHSS offices page for this reason. Find San Diego County there. Use that contact path. If you are tempted to call a city aging office instead, treat that office as a possible helper for directions, not as a substitute for the CDSS listing.

Military, retiree, and cross-border family stories are common in this county, but they do not create a side door around Medi-Cal. IHSS builds on a Medi-Cal determination. The adult-child path in San Diego County

Adult children often do the paperwork while a parent stays in a familiar house. That is the role described in helping a parent apply and on families. You can request to be listed on the case so staff may speak with you. You can attend the home visit if the parent wants you there. You still do not assign hours. 1. Confirm the home is the parent’s own home, not a facility stay.
2. Check Medi-Cal. Apply if needed.
3. Submit SOC 295 to the San Diego County office on the CDSS list.
4. Return SOC 873, or the alternative documentation the county accepts.
5. Describe a typical day at the assessment.
6. Read the notice. Enroll as provider if you will give the care.

This guide will not invent how long San Diego County takes to assign a worker. Timing varies. Call once about a complete file. Ask the office what is typical. Incomplete signatures and a blank SOC 873 are the delays families can actually prevent.

Family provider enrollment in San Diego County

CDSS allows family, friends, neighbors, or a provider from the county Public Authority list after enrollment. Adult children are commonly allowed. The State pays the enrolled provider for authorized time.

A spouse, or a parent of a child under 18, is not in the same category as an adult child. PCSP generally leaves those roles unpaid. CFCO, IPO, or IHSS-Residual can allow payment. Share of cost on San Diego Medi-Cal

Record authorized time the way the county asks. EVV may use ESP, TTS, or the EVV app. Live-in providers who self-certify on SOC 2298 have different steps. Ask the county or the county Public Authority before the first timesheet. Do not assume a coastal relative and an inland relative use the same method if the county has not said so.

What not to assume about San Diego County

• Do not invent office street addresses or phone numbers.
• Do not treat a neighbor’s authorized hours as your parent’s hours.
• Do not skip Medi-Cal because someone said IHSS is “just a county program.”
• Do not expect payment for companionship or skilled nursing under IHSS unless the notice authorizes a listed service category.
• Do not use an Imperial County or Orange County office for a San Diego County resident.
