EVV is how authorized time is recorded

Electronic Visit Verification is the federal and state requirement many home-care programs use to record that a visit happened. For California IHSS, CDSS publishes an EVV help page and lists methods providers use to submit time. Those methods include ESP, telephone timesheet systems (TTS), and the EVV app. The county or Public Authority tells you which one you should use. Do not download a random app with a similar name and treat it as filed.

EVV does not decide whether an adult child can be paid. Enrollment and the notice do that. EVV does not set the hourly rate. County unions and the employer of record do. EVV does not make the State the employer. The recipient remains the employer on the individual-provider model.

The methods CDSS lists

Read EVV methods: ESP, telephone, and the app for the comparison. In short, ESP, TTS, and the EVV app are the published options. Some providers will use one method only. Some counties will describe a default. If two people share authorized hours, each provider records their own time in the method the county assigned. Do not merge two people’s visits on one login.

Why live-in rules differ

Providers who live with the recipient and self-certify on SOC 2298 have different EVV steps. CDSS says so on the EVV page. Different steps are not a license to claim around-the-clock hours. The assessment still authorizes tasks. Living in the house is a fact you report. It is not a second notice.

If you stay over some nights but keep another home, ask the county whether you are a live-in provider for EVV purposes. Do not self-select SOC 2298 from a forum post. Do not skip EVV because you sleep down the hall unless the county has you on the live-in path.

How EVV fits the rest of enrollment

  1. Finish orientation and the enrollment forms so the county has a provider to attach to a method.
  2. Ask which method to use, and complete any account setup they require.
  3. Wait until hours are authorized before you claim time. EVV entries without a notice still have nothing payable behind them.
  4. Have the recipient complete whatever approval step the method uses. That is part of the employer role.

Timesheets is the practical page for what to enter. When pay starts is the meeting of enrollment, authorization, and accepted time. If a Medi-Cal share of cost applies, unpaid share of cost can still come out of the warrant after a perfect EVV week.

Problems to take to the county, not to guess

If a login fails, if a recipient cannot complete an approval, or if a live-in flag looks wrong, call the Public Authority or the number on the CDSS EVV page as the county directs. Daily re-entry of the same rejected time rarely fixes a setup error. Keep a simple household log of authorized tasks you provided so you can reconstruct a week if the county asks, without inventing hours the notice never gave.

EVV setup belongs on the same family checklist as orientation. An adult child who waits until the first payable week to ask “which app” often loses that week to an account that was never attached. If two providers share the case, set up both logins. If the recipient will approve time on a phone they rarely use, practice that step once with the Public Authority’s instructions before a real pay period starts. Share of cost, if any, is still a Medi-Cal question sitting next to a clean EVV week.
