Sacramento County includes California’s capital. That fact makes families think a state counter will take the IHSS application. It will not. IHSS is administered by CDSS and delivered by county social services. Sacramento County is the local office when the person who needs care lives in Sacramento County. DHCS still administers Medi-Cal.

Statewide eligibility is unchanged by proximity to state agencies: California residence, Medi-Cal determination, living at home, SOC 873 or accepted alternative documentation, and an in-home assessment. A hospital or licensed community care facility is not “own home.” Living near the Capitol does not create a different hour formula.
