Using statewide IHSS inside Los Angeles County

Los Angeles County is the most populous county in California. Families here often hear about In-Home Supportive Services from a neighbor in one city and try to copy that neighbor’s office, wage story, or wait story. That is the wrong starting point. IHSS is California’s Medi-Cal home care program. The California Department of Social Services administers it statewide. The Department of Health Care Services administers Medi-Cal. Los Angeles County social services takes the local case: the application, the home visit, and the notice that lists authorized tasks.

If you are an adult child helping a parent stay in a house or apartment they chose, the program you want is still IHSS, not a city grant and not a hospital discharge benefit. The parent must live in California, have a Medi-Cal eligibility determination, live at home or in an abode of their own choosing, return a Health Care Certification (SOC 873) or acceptable alternative documentation, and complete an in-home assessment. How to find the Los Angeles County IHSS office

Because the county is so large, people often assume there is one downtown window that serves every ZIP Code, or they search for a phone number on a blog. Do not collect unofficial numbers. CDSS publishes the current county IHSS office list. Open that page, find Los Angeles County, and use only the contact path listed there. If the list points you to a more specific filing instruction, follow that instruction. If a flyer from a clinic or a hospital social worker disagrees with the CDSS list, trust the CDSS list and confirm with the office it names.

The person who needs care files in the county where they live. An adult child in the San Fernando Valley, the Westside, the Harbor, or the Antelope Valley does not create a second IHSS office by commuting. If the parent lives in Los Angeles County, Los Angeles County social services owns the case. If the parent lives just over the line in Orange, Ventura, San Bernardino, or Riverside County, that other county’s entry on the same CDSS list is the right door.

An adult-child path for a parent in LA County

Most families who reach this page are trying to keep a parent at home. You can gather paperwork, sit in on the assessment if your parent wants you there, and often become the paid provider. 1. Confirm the parent lives in their own home in California and that Medi-Cal is active or in process on BenefitsCal.
2. Submit SOC 295 to the Los Angeles County office named on the CDSS list.
3. Return SOC 873 from a licensed health professional, or the alternative documentation the county accepts.
4. Meet the social worker at the parent’s home and describe a typical day’s help.
5. Read the Notice of Action. It is the only authorized task list that counts.
6. If you will give the care, finish provider enrollment before you expect a State check.

Some counties accept an IHSS application while Medi-Cal is still pending. IHSS still cannot finish without a Medi-Cal determination. If the Medi-Cal file is stuck, check BenefitsCal or the Medi-Cal worker, not only the IHSS worker. Ask the county how to be listed so staff can speak with you. Workers often cannot discuss the file with an adult child until that permission is in writing.

Provider enrollment when you will give the care

CDSS says providers may include family members, friends, neighbors, or someone from the county Public Authority list, after enrollment. Adult children helping a parent are commonly allowed. The recipient hires the individual provider and is that person’s employer unless the county offers a contractor or homemaker. Enrollment is a separate queue from the assessment. It usually includes county orientation, provider forms such as SOC 426 and the provider agreement (SOC 846), and a Department of Justice criminal background check. A spouse, or a parent of a child under 18, depends on the IHSS sub-program. PCSP generally leaves those roles unpaid. CFCO, IPO, or IHSS-Residual can allow payment. Ask Los Angeles County which program applies to the case. Do not guess a local wage. Unions negotiate with the county employer of record, and the rate changes. Share of cost on a Los Angeles County case

Some Medi-Cal recipients have a monthly share of cost. That is a Medi-Cal rule, not a Los Angeles extra fee invented for this guide. CDSS says unpaid share of cost can be deducted from the provider warrant. The recipient then pays the provider that amount. Ask the county Medi-Cal office whether a share of cost applies. This page does not list an amount, because amounts are case-specific and go stale.

EVV after hours are authorized

California uses Electronic Visit Verification for many IHSS visits. CDSS describes EVV methods such as ESP, telephone (TTS), or the EVV app. Live-in providers who self-certify on SOC 2298 have different EVV steps. Ask the county or the county Public Authority which method applies to you before the first timesheet. Do not copy a cousin’s setup from another county.

What not to assume about Los Angeles County

• Do not invent or trust a blog’s wait time for a social worker. Timing varies. Call once to confirm the file is complete.
• Do not treat a neighbor’s authorized hours as a forecast. The Notice of Action is personal.
• Do not use an Orange County or San Bernardino County office because it is a shorter drive.
• Do not treat a hospital social worker’s unofficial phone list as the CDSS office list.
• Do not expect payment before provider enrollment and authorized timesheets are both in place.

State law lists service categories such as personal care, domestic and related tasks, accompaniment to health-related appointments, protective supervision, paramedical services when ordered, and limited heavy cleaning or yard hazard abatement. Companionship by itself and skilled nursing usually sit on a different benefit. The social worker’s notice, not a city flyer, is the list that counts for a specific parent.
