IHSS EVV Methods: ESP, Telephone, and the App

Three published methods, one county instruction

The CDSS EVV help page is the statewide menu. It lists methods that include ESP, telephone timesheet systems (often called TTS), and the EVV app. This guide names those methods so you know what the Public Authority is talking about. It does not rank them, and it does not give download links that might go stale. You ask the county which one you should use, then you use that one.

ESP

ESP is a listed electronic method for IHSS time. Counties that use it will tell you how a provider gets an account, how a recipient approves time, and what to do when a login fails. Do not create an ESP-like account from a third-party site because the letters match. If the worker says you are on ESP, ask them for the access path they support.

Telephone timesheet systems

TTS is the phone-based listed method. It exists so a provider and recipient who are more comfortable with a telephone than with an app can still record authorized time. Ask which number to call, which identifiers you will need (provider and recipient numbers the county issued), and how approvals work on the phone. Write those identifiers down from the county packet. Do not guess a case number from memory.

The EVV app

CDSS also lists an EVV app. The county will name the app they mean. Install that one. An adult child who already uses a different caregiving app for medication reminders is still expected to record IHSS time in the method the county assigned. Two apps on a phone can live next to each other. Only one of them is the timesheet.

Live-in steps are a fork, not a fourth brand

If you live with the recipient and self-certify on SOC 2298, CDSS says your EVV steps differ. That can change how you use ESP, the phone, or the app. It does not mean you invent a paper log and skip the listed methods. Ask, after SOC 2298 is in, which instructions apply to live-in providers in that county.

What every method still requires

• A finished enrollment file, including orientation
• Authorized hours on the recipient’s notice
• Time that matches authorized tasks you provided
• The recipient’s (or recognized representative’s) approval step for that method
• Separate logins when more than one provider shares the case

The recipient is still the employer. A method can fail because the recipient was never shown how to approve. Put that training on the family checklist next to the provider’s login. If the recipient has a representative listed on the case, ask the county whether that person can complete the approval step in the assigned method. Informal family approval outside the method does not replace it.

Hourly rates still vary by county unions no matter which method records the time. ESP does not pay a different wage than the telephone system. The app does not create overtime the notice never authorized. Method choice is about how the State sees the week, not about how large the warrant becomes.

When the method is wrong or broken

Call the Public Authority or the EVV number the county printed. Describe the method they assigned and the error you see. Switching to a different listed method on your own can orphan the week. Switching to a notebook can orphan the week. Keep a simple household note of authorized help you gave so you can re-enter time if they tell you to, without inventing hours.
