When IHSS EVV or Timesheets Get Stuck
What Electronic Visit Verification is for, and who to call at the county, ESP help, or Public Authority when a timesheet or login gets stuck.

Electronic Visit Verification is how many IHSS providers record authorized time. If a login, timesheet, or method gets stuck, contact the county IHSS office, Public Authority, or the ESP help channel they name. Use the official CDSS EVV methods. Do not skip EVV with a workaround.
Who decides
The county IHSS office and Public Authority tell you which EVV method applies and which help desk to call. The county and Medi-Cal still decide authorized hours. The State pays on accepted time.

EVV is a recording tool, not the care plan
Electronic Visit Verification is how California records that many IHSS visits happened. CDSS publishes an EVV help page and lists methods that include ESP, telephone timesheet systems, and the EVV app. The EVV overview and method comparison explain those options. This page is the stuck-week version: the portal will not open, a check-in will not save, or a timesheet sits in error.
EVV does not decide hours. The notice does. EVV does not make the State the employer. The recipient still hires. A broken login is frustrating. It is not a reason to skip verification, spoof a location, or “just paper it” unless the county names an official fallback from the listed methods.
Who to call, in ordinary order
- Confirm which method the county or Public Authority assigned: ESP, telephone, or the app, and whether SOC 2298 live-in steps apply.
- Use the help number or channel printed in the EVV materials or on the CDSS EVV page for that method.
- If they send you back to the county, call the IHSS office or Public Authority with the provider number and the error text.
- Ask the social worker only if the problem is really about authorized hours, a provider not yet on the case, or a notice, not about a password.
Have the case number, provider number, phone number used for telephone timesheets, and a short description of what you tapped or dialed. Talking to the county office still applies: one clear request. Write the date and the name of whoever helped.
What not to do while it is stuck
- Do not download a look-alike app and treat it as IHSS EVV.
- Do not share another provider’s login to “get the week in.”
- Do not invent GPS tricks or location workarounds.
- Do not claim time in a method the county did not assign.
- Do not assume a screenshot of a family calendar replaces EVV.
If two family providers share a recipient, each file can fail on its own clock. Fix one login at a time. See sharing hours. If enrollment is not finished, a portal error may mean the person is not payable yet. That is an enrollment question, not an EVV hack.
Live-in and method mix-ups
Live-in providers who self-certify follow different EVV steps. Using the visiting-provider app after you were told to use the live-in path (or the reverse) looks like a “broken” system. Ask which path you are actually on. If you stay some nights but keep another home, do not self-select live-in status from memory. Ask the county.
How timesheets work still sits under EVV: record authorized time, get the recipient approval the county requires, and watch for share of cost on the warrant. A stuck week can delay pay. It does not authorize extra categories to catch up.
Keep a short incident note
For your own records, write the day the error started, the method, the error message, who you called, and what they said to try next. That note helps the next help-desk call. Start with CDSS EVV and CDSS providers. The county names the local help desk. If you want help preparing those questions next to the notice, ask for help. The county still decides hours. EVV still has to follow an official method.

- Can I just paper-timesheet this period because the app failed?
- Ask the county which official method to use if one path is down. Do not invent a paper substitute unless that office tells you to use a listed option.
- Does an EVV error change authorized hours?
- No. The notice sets the plan. EVV records time. A stuck portal is a recording problem, not a new assessment.
- Who do I call first: the social worker or EVV help?
- For login, check-in, or timesheet submission errors, use the EVV or ESP help the county named. Call the social worker for hours and eligibility, not for password resets.
- We have two providers. Can we share one EVV login?
- No. Each enrolled provider records their own time. Sharing a login creates a pay problem.
