Contra Costa County is an East Bay county that people often fold into Alameda County in conversation. IHSS does not fold them together. In-Home Supportive Services is statewide. Contra Costa County social services owns the file when the recipient lives in Contra Costa County. Alameda County owns Alameda County files. Medi-Cal, administered by DHCS, still sits underneath both.
