When an Adult Grandchild Becomes the IHSS Provider

An adult grandchild usually enrolls like other relatives, not under spouse or parent-of-minor exceptions. The grandparent remains the IHSS employer after county enrollment.

Short answer
An adult grandchild can often enroll as the individual IHSS provider for a grandparent, the same way other relatives do after orientation, SOC 426, SOC 846, and a background check where required. Grandchildren are not in the spouse or parent-of-minor payability exceptions. The recipient is still the employer. Living together does not automatically add hours.

Grandchildren sit on the ordinary relative path
A family helping a grandparent stay home often lands on an adult grandchild as the person who can actually be in the house. CDSS says providers may include family members, friends, neighbors, or someone from a county Public Authority list, after enrollment. An adult grandchild of an adult recipient is in that first group, next to an adult child. Family members as providers is the map. This page is the grandchild situation.
You still complete orientation, SOC 426, SOC 846, and a background check where required. You must be authorized to work in the United States. There is no grandchild shortcut and no grandchild penalty.
Not a spouse, not a parent of a minor
People lump every relative together. CDSS does not. A spouse faces PCSP versus CFCO, IPO, or Residual payability and deemed-services rules. A parent of a child under 18 faces those sub-programs plus WIC 12300(e). A grandchild helping a grandparent does not borrow those exceptions. If the recipient is a minor and you are a parent, you are on the wrong page. If you are married to the recipient, use the spouse page.
If an adult child and an adult grandchild are both available, the recipient chooses whom to hire. Family roles when the parent is employer is written for adult-child households. The same employer idea applies when the recipient is a grandparent.

- Does a grandchild need a special waiver?
- CDSS treats family members as ordinary individual providers after enrollment. The extra unpaid rules that often apply to a spouse or a parent of a minor do not apply the same way to a grandchild of an adult recipient.
- Who is the employer if I am the grandchild?
- The IHSS recipient, usually the grandparent or their authorized representative, hires, trains, supervises, and can end the provider relationship. The State issues the provider payment after enrollment and authorized timesheets.
- Can a parent and a grandchild both be providers?
- The recipient can hire more than one enrolled individual provider for authorized hours. Each person completes their own enrollment. The notice still sets the hours that can be claimed in total.
- I just moved in. Does that create more hours?
