Federal benefits sit next to California programs

If a parent is a Veteran, or a surviving spouse of a Veteran, ask about VA benefits early. They do not replace a Medi-Cal determination for IHSS, and they are not decided in a county social-services lobby. Keep a VA folder and a county folder. Put the claim number on the VA folder. Put the Medi-Cal case number on the county folder.

Aid and Attendance and Housebound, in VA’s words

VA’s Aid and Attendance and Housebound page describes monthly amounts that can be added to a VA pension when published tests are met. Examples VA lists include needing help with daily activities such as bathing, feeding, and dressing; spending a large part of the day in bed because of illness; being a patient in a nursing home due to disability; or meeting a specific vision test. Housebound has its own published test. VA says you cannot receive Aid and Attendance and Housebound at the same time.

Those tests are VA’s, not the county Functional Index Rankings. A county IHSS assessment does not approve Aid and Attendance. A VA decision does not authorize IHSS hours. Apply on the track that matches the benefit.

Family caregiver programs are a different VA door

The Program of Comprehensive Assistance for Family Caregivers (PCAFC) is a VA caregiver program. VA describes supports that can include a stipend for an eligible Primary Family Caregiver, training, and other services. The Veteran and caregiver apply together on VA Form 10-10CG. VA decides. This page will not quote a stipend formula or a disability-rating shortcut.

VA also points families to broader caregiver support at caregiver.va.gov. General support is not the same as PCAFC. Ask VA which program you are actually in.

How this meets IHSS without mixing the money

An adult child might be an IHSS individual provider for authorized California tasks and, separately, connected to a VA caregiver program if VA finds the Veteran eligible. Those payers have different timesheets, different rules, and different appeal rights. Do not record VA time on an IHSS EVV entry. Do not send SOC 295 to a VA regional office and expect a pension decision.

Get paid to care for a parent remains the IHSS enrollment path. If Medi-Cal is still missing, start BenefitsCal. VA income can matter to Medi-Cal. Report what Medi-Cal asks. Do not hide a VA payment, and do not invent how it will be counted. County Medi-Cal staff apply those rules.

Who can help you file a VA claim

VA and state or county veterans service offices, plus accredited representatives, help people file. Be cautious with anyone who promises a result for a fee in a way VA does not allow. This site is not a VA claims agent. Use va.gov, the VA Caregiver Support Line information on VA pages, or an accredited representative you choose.

If the immediate need is safety at home in California, keep the IHSS and hospital-discharge tracks moving while the VA file is open. Hospital discharge and paying for care is that fork. VA timing and county timing are both local in practice. Neither number belongs on this page.
