Medi-Cal and share of cost

Applying for Medi-Cal on BenefitsCal for an Aging Parent

How adult children start or check a parent’s Medi-Cal application on BenefitsCal or with the county, as the foundation for IHSS.

About 4 minutes to read. Based on CDSS and DHCS public program pages retrieved 2026-09-13. County offices apply these rules. Hourly rates, hour totals, and wait times are local and change.

Short answer

Medi-Cal is the foundation for In-Home Supportive Services. An adult child can start or check a parent’s Medi-Cal application on BenefitsCal, through the DHCS apply page, or at the county Medi-Cal office. IHSS still needs its own application and assessment after that determination. Ask the county how you can be listed so staff may discuss the file with you.

Who decides

County Medi-Cal staff decide whether your parent qualifies for Medi-Cal and whether a share of cost applies. The county IHSS office decides IHSS after that determination. BenefitsCal is the application portal, not the decision-maker.

What to do next

Open BenefitsCal or the DHCS apply-for-Medi-Cal page, start or check the parent’s application, and ask the county how an adult child can be listed on the case before you submit SOC 295 for IHSS.

Why Medi-Cal comes first for IHSS

In-Home Supportive Services is California’s Medi-Cal home care program. CDSS publishes a Medi-Cal eligibility determination as a core IHSS criterion. If you are helping a parent stay home, the first useful question is not “how many IHSS hours.” It is whether Medi-Cal is active, pending, or not yet started.

How Medi-Cal and IHSS work together explains the two offices. This page is the adult-child start: BenefitsCal, the DHCS apply page, or the county Medi-Cal office. Using BenefitsCal covers the practical account notes once you are inside the portal.

Where adult children actually start

If the parent already has a Medi-Cal card or a case number, write that down and confirm the county. Do not open a second application because a website felt easier. Duplicate files confuse both offices. If you are unsure, call the county Medi-Cal office and ask whether a case already exists before you create one on BenefitsCal.

If there is no case, use BenefitsCal or follow DHCS: apply for Medi-Cal. Some families prefer a county lobby when the parent has no email, no scanner, or no patience for portals. Either path is official. The determination still belongs to county Medi-Cal staff.

  • Confirm whether a Medi-Cal case already exists.
  • Apply on BenefitsCal or with the county if it does not.
  • Ask how you can be listed so staff may speak with you.
  • Keep copies of every page you upload or hand over.
  • Then submit SOC 295 to IHSS if the county will take it.

What you send, and what you keep off the form

Send the identity, residency, and income pages Medi-Cal asks for. Do not invent a federal poverty figure or a share-of-cost amount on the side. The county Medi-Cal office confirms whether a share of cost applies and the amount. Do not attach a hospital record dump unless they requested a specific page.

On a California Home Help contact form, a name, a way to reach you, the county if you know it, and the fact that you are helping a parent is enough. Keep Social Security numbers and medical records for the county packet.

What to do while Medi-Cal is pending

Some counties will take an IHSS application while Medi-Cal is still pending. IHSS still cannot complete without the determination. Applying for IHSS while Medi-Cal is pending is the companion page. Check BenefitsCal for Medi-Cal requests. Check IHSS for missing IHSS pages. Daily calls rarely speed either queue. One complete packet does.

Timing varies by county. Your county office can tell you what is typical locally. This page will not publish a number of days.

After Medi-Cal is determined

If Medi-Cal is approved, tell the IHSS office if they do not already see it. Return SOC 873. Prepare for the home visit. If a share of cost applies, ask both Medi-Cal and IHSS how it will show on a later provider warrant. If Medi-Cal is denied, read the notice. IHSS cannot finish on a missing foundation.

Keep Medi-Cal current. A renewal that lapses can stall an open IHSS case. Respond to the letter the county or BenefitsCal sends. If the parent later moves, tell Medi-Cal and IHSS the new address so both files stay attached to a real home. A silent move is a common way an otherwise complete case goes quiet.

Questions people ask

Is BenefitsCal the only way to apply for Medi-Cal?
No. DHCS also points families to county Medi-Cal offices. BenefitsCal is the statewide online path many adult children use. Ask the county which path they want if the parent already has a paper file.
If Medi-Cal is approved, is IHSS approved?
No. Medi-Cal is required. IHSS still needs SOC 295, SOC 873 or alternative documentation, and a county in-home assessment.
Can I apply using only my own login?
Ask the county how an adult child should appear on the file. Workers often cannot discuss a parent’s case until that is in writing. Do not invent an access rule from a forum.

Ask for help navigating care for a parent

Share a few details if you want help organizing IHSS paperwork so a parent can stay home. This form is for follow-up contact, not an eligibility decision. Your county IHSS office and Medi-Cal decide the case.

  • A coordinator follows up
  • County decides eligibility
  • You can stop anytime
  • Educational help

For example: starting an IHSS application, provider enrollment, or county forms. Keep medical records and diagnoses for the county packet.
