Two IHSS Cases in One Home

Two recipients in one household, such as two parents, keep separate IHSS cases and separate notices. Provider workweek questions are local. The county does not merge hour totals.

Short answer

When two people in one home each receive IHSS, such as two parents, they have separate cases, separate applications, separate assessments, and separate Notices of Action. A provider who works for both still enrolls once as a provider, then claims time to each case as authorized. Workweek and overtime questions when serving more than one recipient are local. This page does not add hour totals.

Who decides

The county IHSS office assesses and authorizes each recipient's case separately. Medi-Cal eligibility can also differ by person. The county and Public Authority apply workweek rules when one provider serves more than one recipient.

One kitchen, two files

A family helping two parents stay home often wants one county conversation. IHSS is built per recipient. Each person who may be eligible has a Medi-Cal determination, an application, a Health Care Certification, an assessment, and a Notice of Action. Tasks that look similar (meals, laundry, housecleaning) are still ranked for each person's functional need, not as a household chore chart.

Domestic tasks in a shared home can raise questions about who already lives there and what is related to each recipient's need. Ask the social worker how they treat shared household work. Do not merge two typical days into one story at either visit.

Separate packets, separate contacts

  • SOC 295 for each recipient
  • SOC 873 or acceptable alternative documentation for each
  • Medi-Cal status for each, including any share of cost
  • Written permission so the county can speak with a family contact on each case
  • Dated copies in two folders, labeled by name

Being listed has to happen twice if you want callbacks on both files. A worker who can discuss one parent may still be silent on the other.

One provider, two employers

Each recipient is the employer of the individual provider for that case. In practice that can be two parents hiring the same adult child. You still complete provider enrollment once. You still follow each notice. If a spouse is the helper for one of the two people, spouse payability rules apply to that case only. Family members as providers is the relationship map.

If you also keep another job, authorized time on both cases still has to be provided. Keeping another job is that calendar. Do not claim the same hour to two IHSS cases, or to IHSS and another employer.

Workweek questions are local

When one provider serves more than one recipient, workweek and overtime questions come up. CDSS publishes overtime and workweek requirements. Counties and Public Authorities apply them. Ask how travel between recipients, live-in status, and two notices interact. This page does not publish hour totals or a statewide overtime number.

Live-in EVV on SOC 2298 can apply when you live with both recipients in the same home. Ask once, and confirm it covers how you record time for each case.

Assessments stay person-specific

If one parent had a fall and the other did not, only one function picture changed. Ask for a new assessment on the file that changed. If both were discharged from a hospital, still keep two typical-day lists. Family assessment checklist works per visit.

Protective supervision, if considered, is also per person and still tied to mental impairment or mental illness. It is not a household watch product.

Medi-Cal can also differ by person in the same home. One parent may have no share of cost and the other may. Do not copy one Medi-Cal result onto the second file. Ask the county Medi-Cal office about each beneficiary. IHSS provider wages, if you are paid on both cases, are still a Medi-Cal counting question for the household. Ask; do not invent an income limit.

Questions people ask

Can we file one SOC 295 for the whole household?
No. Each recipient is an applicant. Each needs Medi-Cal determined, SOC 873 or acceptable alternative documentation, and an assessment of that person's function.
If I am the provider for both parents, do the hours combine into one timesheet?
You claim authorized time to each case as the county instructs. Ask how they want two recipients recorded, and how the workweek is counted. Do not invent a combined total.
Does one notice control the other?
No. A change on one parent's case does not rewrite the other's notice. If both needs changed after a shared event, ask for assessments on each file.
Can the county talk to me about both files?
