Asking the County to Speak with You about a Parent’s IHSS Case

County IHSS workers often cannot discuss a parent’s case with an adult child until that child is listed. Ask the county for the local release or authorization step, have the recipient sign what the office requires when they are able, and keep a copy. Filling SOC 295 for a parent does not, by itself, put you on the file.

Why adult children hit a wall on the phone
You may be the person who printed SOC 295, drove to the clinic for SOC 873, and sits in the assessment. The county file is still the recipient’s file. Workers often cannot discuss details with an adult child until that child is listed. This is a privacy and case-handling rule, not a judgment about your help.
The families path already includes this step: ask the county how to be listed so they can speak with you about the case. Do it early. Waiting until a notice arrives and then discovering you cannot ask what a line means is a common stall.

Call or visit the county IHSS office that has the application. Say you are an adult child helping your parent stay home. Ask which local release or authorization they need before they can speak with you. Use their words. Counties do not all hand out the same page.
If Medi-Cal questions are part of what you need to hear, ask whether a separate Medi-Cal authorization is required. IHSS and Medi-Cal staff can be different people. - SOC 295 starts the recipient’s application. It does not automatically authorize the county to discuss the case with an adult child. Ask for the local release or authorization the office uses.

- What if my parent cannot sign?
