Aged, Blind, or Disabled: The IHSS Population in California

How the statute describes the people IHSS serves

Welfare and Institutions Code section 12300 describes the purpose of IHSS: in-home services for aged, blind, or disabled people who cannot safely remain in their homes without those services. That sentence is why the program exists. It is not a diagnosis codebook. The county and Medi-Cal still have to place a real person into that frame.

CDSS repeats the same population on the public IHSS page. Adult children helping a parent hear “aged” and stop there. Blindness and disability are in the same sentence. Some children are in the program. The point is functional need at home, not a marketing category.

What this site will not invent

Blogs sometimes publish a minimum age, a list of qualifying diagnoses, or a vision-test number and call it IHSS eligibility. Those details go stale, and they are not what CDSS asks families to self-score. Medi-Cal and the county apply aged, blind, and disabled using their own rules and the medical page they accept. If you need the definition that applies to your parent or child, ask the worker on the file.

• Do not treat a printed diagnosis as an IHSS approval.
• Do not skip SOC 873 because a specialist letter already exists, unless the county said that letter is acceptable alternative documentation.
• Do not skip Medi-Cal because a disability case exists somewhere else. IHSS builds on a Medi-Cal determination.
• Do not assume a child is outside the program, or that a parent is automatically the paid provider.
