Starting IHSS: Phone, Office, SOC 295, and SOC 873

Find the county office first, then pick the door they use

Common questions families ask include whether IHSS starts online, at a hospital, or with a statewide number. The application belongs to the county IHSS office for the county where the person lives. CDSS administers the program statewide. The county takes SOC 295, assigns the social worker, and authorizes tasks.

Call that office and ask how they accept applications: phone intake, walk-in, mail, fax, or upload. Rules are local. A neighboring county's website is not your instruction. Write down the name of the unit, the fax or portal they name, and the date you called.

SOC 295 is the application

SOC 295 is the IHSS application CDSS publishes. The recipient is the applicant. A family member can fill pages, gather signatures, and deliver the packet. Use the name that already appears on Medi-Cal when you can. Get the signature the form asks for. Keep a dated copy.

SOC 873 has to arrive before services are authorized

A licensed health professional completes the Health Care Certification, SOC 873, or acceptable alternative documentation. CDSS says that certification must reach the county before services are authorized. Take the blank form to the clinician the person already sees. Ask how the clinic returns it. Do not wait for a perfect diagnosis essay. The form asks for the professional's certification of need, not a family lecture.

Provider enrollment in parallel, not after a first check

If a family member will give the care, start provider enrollment while the recipient's case moves: orientation, SOC 426, SOC 846, and a background check where required. Those steps do not create hours. They have to be finished before the State can pay authorized timesheets. When pay starts is the meeting point.

The recipient remains the employer of the individual provider. Living together may add SOC 2298 for EVV. That form does not replace SOC 295 or SOC 873.

Then the home visit, then a notice

After the packet is complete enough to assign, a social worker comes to the home. That wait is common and local. Call once to confirm the file is complete. Daily calls rarely change the queue.
